…12247) Follow-on after #12160. Small perf optimization. * Use `HashMap::entry` to avoid looking up the entry for a key twice, and removing an entry and then inserting it back again. * Remove the temp `Vec` `external_rules_to_replace`. I think only reason for this pattern with `rules_to_replace` is borrow-checker restriction, but that doesn't apply here.

HashMap::entryto avoid looking up the entry for a key twice, and removing an entry and then inserting it back again.Vecexternal_rules_to_replace. I think only reason for this pattern withrules_to_replaceis borrow-checker restriction, but that doesn't apply here.
