A subset of crates received a 1.3.1 patch release, to incorporate documentation fixes (unicode-org#4096, unicode-org#4097, unicode-org#4099, unicode-org#4101). These crates were: icu_calendar, icu_casemap, icu_datetime, icu_locid_transform, icu_provider.
